American senators are meeting during the weekend for the first time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: scrapping the ACA, known as Obamacare.
Deepening Consequences of Government Shutdown
The effect on US citizens from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Proposal from Florida Resort
As Saturday's meeting got started, GOP senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator said.
Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Reaction
Democratic lawmakers shared concerned reactions to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for Medicare for All."
Continuing Negotiations
The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to terminate the shutdown in return for a later vote on the ACA payments.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.
Another leading Democratic senator continued in maintaining that Republicans should agree to a 12-month continuation of the subsidies before negotiating the future of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress does nothing."
Political Dynamics
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Some observers suggested that the core of such a proposal would eliminate the ACA's requirement that carriers cover individuals with pre-existing conditions.
After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
